Is it legal for tenants to split utility bills (gas, electric, and water) within an apartment complex?

The apartment is located in San Jose, CA and is an old victorian house that is being rented out as apartments so it could have different regulations. However, I have always thought that when renting apartments, each unit had to have their own meter and pay for their own personal usage. Is this place even legal to rent out?? and is it legal to split utilities and have to split EVERYONES usage?
