How do I stop cutting my neck with my razor!?

I'm fifteen and new to shaving but it's an everyday thing. I've tried electric razors and I now have a normal razor. How do I stop it from cutting my neck!? Ive tried going down, left, right, up but it still cuts me! I even use shaving cream! HELP!?
