Is there free closed caption for internet video( not just you tube)? If so where can I get a program?

I watch regular tv with closed caption so as not to disturb others with volume. I cannot do this with internet or for that matter saved media. I've seen some closed caption generators that cost thousands of dollars. I'm not using this for business so that's out.
