A lawsuit is not necessarily the first course of action. First, determine who is responsible for clearing the property; is it private property (the 7/11) or is it public (the city). Contact the property owner, tell them what happened and request they cover your mom's medical expenses. See what the reaction is. A suit should be a last resort, not first.
